ENGINEER’S REPORT

Engineer Hirsh reported he was working on a concept plan with gazebo for the FY2019 Municipal Parks Grant.  In regards to the 2020 NJDOT grant, Mr. Hirsh reported bids were received and the award was on for this evening. He gave an overview of his investigation with the drainage issues on Hanover Court and Sykesville Road.  He would be soliciting quotes.  He reported that NJNG is scheduled to complete the work this Friday through Wednesday in North Hanover.

RESOLUTION APPROVING 2020-2021 ALCOHOLIC BEVERAGE CONTROL

LICENSE IN THE TOWNSHIP OF NORTH HANOVER, COUNTY OF BURLINGTON, STATE OF NEW JERSEY

 

            WHEREAS, applications have heretofore been filed with the State of New Jersey, Division of Alcoholic Beverage Control  to renew Alcoholic Beverage Licenses; and

           

            WHEREAS, the Chief of Police has reviewed said applications and recommends renewal without reservation; and

 

            WHEREAS, the applications appear to be in proper form, municipal fees have been paid and are subject to review and approval by the Division of Alcoholic Beverage Control;

 

            NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of North Hanover, in the County of Burlington and State of New Jersey, that the following Alcoholic Beverage Licenses in the Township of North Hanover for the period from July 1, 2020 until June 30, 2021, are hereby renewed effective the 1st day of July, 2020, to the following licensees for the licensed premises at the address indicated.

RESOLUTION AUTHORIZING AN EXTENSION TO CONTRACT

BY AND BETWEEN THE TOWNSHIP OF NORTH HANOVER AND

A CUT ABOVE THE REST FOR THE PROVISION OF SNOW REMOVAL SERVICES WITHIN THE TOWNSHIP OF NORTH HANOVER

 

            WHEREAS, the Township of North Hanover (hereinafter “Township”) previously awarded by way of public bid by way of Resolution No. 2019-132  adopted November 7, 2019, a contract (hereinafter “Contract”) to A Cut Above The Rest having an address at 837 Route 524, Allentown, NJ 08501  (hereinafter “Contractor”) for the provision of snow removal services for the Township’s streets, roadways and other Township property for an initial term of November 15, 2019 to November 14, 2020; and

 

            WHEREAS, pursuant to the terms of the initial Contract and the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., the term of the Contract can be extended by the Township for up to two (2), one-year additional terms, under the same terms and conditions of the awarded contract, including price, unless a different price is accepted by the Township Committee in accordance with the requirements of the New Jersey Local Public Contracts Law; and

 

            WHEREAS, the Township Committee hereby finds that the services being provided by the Contractor are being performed in an effective and efficient manner; and

 

            WHEREAS, in accordance with the paragraph IV of the Contract, the Township wishes to extend the term of the Contract for an initial one year term, commencing November 15, 2020 and terminating November 15, 2021, under the same terms and conditions, in effect under the contract of the November 15, 2019  until November 14, 2020 Contract; and

           

            WHEREAS, the Contractor has consented to the extension of the Contract under the same terms and conditions of the 2019/2020 contract, which was set forth in an agreement executed by the parties and the following prices:

           

            $200 per hour when utilizing tractor

            $200 per hour when utilizing Dump truck, spreader & plow

            $200 per hour when utilizing pick-up truck

                        $75.00 per hour for operator

           

NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey that it does hereby authorize an initial one year extension to the Contract with A Cut Above The Rest having an address at 837 Route 524, Allentown, NJ 08501 by extending the term of the contract for an additional one year term; with the contract prices as set forth herein above, requiring the Contractor to utilize light duty vehicles, i.e. pick-up trucks and dump trucks, for light snow falls measuring 4 inches or less, with all other terms and conditions of the contract remaining the same.

 

BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to A Cut Above The Rest.

2020-109         Resolution Authorizing Execution of Contract for Animal Control Services with John E. Bilyk

AUTHORIZING EXECUTION OF CONTRACT FOR ANIMAL CONTROL SERVICES WITH JOHN E. BILYK

 

WHEREAS, the Township of North Hanover desires to retain the services of Animal Control for North Hanover Township; and

 

WHEREAS, Jan E. Bilyk qualifies as a professional in this field able to provide the services requested by the Township of North Hanover.

 

NOW, THEREFORE, BE IT RESOLVED BY THE Township Committee of North Hanover Township that the attached Contract be entered into with Jan E. Bilyk effective February 1, 2020 to expire at midnight on January 31, 2021.

RESOLUTION AWARDING BID AND CONTRACT FOR

FY 2020 NJDOT MUNICIPAL AID PROGRAM FOR THE SCHOOLHOUSE ROAD IMPROVEMENTS PROJECT PHASE II

 

WHEREAS, the Township of North Hanover desires to improve Schoolhouse Road; and

 

WHEREAS, the Township of North Hanover issued a Notice to Bidders for purposes of receiving sealed bids in accordance with the Specifications, Proposal and Contract Documents prepared the Township Engineer;  and

WHEREAS, on September 16, 2020, bids were received as follows:

WHEREAS, the Township Engineer has reviewed the bid proposal submitted by Earle Asphalt Company, the apparent lowest responsible bidder and has determined that the bid proposal is in compliance with the bid specification requirements; and

 

WHEREAS, the Township of North Hanover received a grant in the amount of $240,000.00 from the FY 2020 New Jersey Department of Transportation Trust Fund for the project; and

 

WHEREAS, if applicable, the Chief Financial Officer has certified the availability of funds.

 

NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington County, State of New Jersey that an award is hereby issued to Earle Asphalt Paving located at PO BOX 556, Farmingdale, NJ 07727, for the improvements to Schoolhouse Road located in the Township of North Hanover as set forth in the bid specifications.

 

BE IT FURTHER RESOLVED that the Mayor and/or Township Clerk is hereby authorized to sign the aforesaid contract on behalf of the Township.

2020-111         Resolution Authorizing Purchase of 2020 Police Interceptor Utility Vehicle from Winner Ford under State Contract No. 88728

AUTHORIZING PURCHASE OF 2020 POLICE INTERCEPTOR UTILITY VEHICLE FROM WINNER FORD UNDER STATE CONTRACT NO. 88728

 

WHEREAS, the Township of North Hanover, pursuant to N.J.S.A.40A:11-12(a) and N.J.A.C. 5:34-7.29(C), may without advertising for bids, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and

 

WHEREAS, the Township has reviewed the State contracts for the purchase of a 2020 Police Interceptor Utility Vehicle and related equipment in the amount of $50,867.00 from Winner Ford having an address at 250 Berlin Road, Cherry Hill, NJ 08034 under State Contract #88728 and in accordance with the written quotation received and on file with the Police Department, CFO and Clerk; and

 

WHEREAS, the Township of North Hanover has sufficient funds in place as evidenced by the Chief Financial Officer certification of the availability of funds on file with the Finance Department.

 

NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington County, State of New Jersey that is does hereby authorize and approve the purchase of a 2020 Police Interceptor Utility vehicle and related equipment from Winner Ford having an address at 250 Berlin Road, Cherry Hill, NJ 08034 under State Contract #88728, in the amount of $50,867.00 and in accordance with the written quotation of file with the Police Department, CFO and Municipal Clerk.

 

BE IT FURTHER RESOLVED that the Chief Financial Officer is hereby authorized to issue said purchase order to Winner Ford, 250 Berlin Road, Cherry Hill, NJ 08034 to the attention of Michael Drahuschak on behalf of the Township.

CHAPTER 159 REQUESTING APPROVAL OF ITEMS OF REVENUE AND APPROPRIATION N.J.S.A. 40A:4-87 FOR THE STATE OF NEW JERSEY DEPARTMENT OF TRANSPORTATION – FY 2020 MUNICIPAL AID PROGRAM

 

            WHEREAS, R.S.40A:4-87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of a county or municipality when such item shall have been made available by law and the amount thereof was not determined at the time of the adoption of the budget; and

           

            WHEREAS, said Director may also approve the insertion of an item of appropriation for equal amount; and

           

            NOW THEREFORE, BE IT RESOLVED, that the Township Committee of the Township of North Hanover in the County of Burlington hereby requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue in the budget of the year 2020 in the sum of $ 240,000.00, which item is now available as a revenue from the State of New Jersey Department of Transportation – FY 2020 Aid Program.

 

            BE IT FURTHER RESOLVED, that the sum of $ 240,000.00 the same is hereby appropriated under the following caption:

DISCUSSION

Clerk Picariello gave an overview of her meeting with the County concerning elections.  She

reported mail in ballots would be sent out between 9/30/20 and 10/5/2020 to all registered voters.

The County would be mailing over 320,000 ballots.  She stated there were four options to cast

the ballot; US Mail, Dropping of at the County Clerk, Placing in County Drop boxes or bringing

to the polling location.

 

TOWNSHIP COMMITTEE “COMMENTS”

Committeeman O’Donnell noted the fire at Blacey’s.  He commended the JVFC for their hard work and noted the fire was held to one building.

 

Committeeman Forsyth noted he spoke with three property owners concerning snow fencing and they would be giving their permission.  He noted agreements would be needed.  He felt starting out small and seeing how it works would be beneficial.

 

Deputy Mayor Doyle noted movie night for September 26th.  He stated seating would begin at 7:15 pm and volunteers are needed to help seat the guests.  He stated the Advisory Committee was exploring the Trunk or Treat.  He noted he also is still investigating the Midlands and other programs were being held on their own.  He expressed appreciation for the JVFC.

 

Mayor DeBaecke noted the fire was very unfortunate and a devasting loss to the business.  He expressed appreciation for the JVFC.

WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and

 

            WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and

 

            WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.  10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.

 

NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Police Department Personnel Matter, Contract Matters, Litigation and Personnel matters.

 

            BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
